Pre-Proposal Conference-RFP 2023-260-WG Health, Pharmacy, and Medicare Advantage Plans

Sealed proposals will be received until 3:00 PM on April 10, 2023, electronically only, through (www.periscopeholdings.com or www.bidsync.com). By means of this RFP, the City seeks proposals for administrative services only (“ASO”) for the City’s health plan covering employees, retirees, and dependents, effective October 1, 2023. Pharmacy benefit management/administration services are also being requested. Responses from medical plan administrators should include pharmacy services. However, standalone Pharmacy Benefit Managers (“PBM”) and Pharmacy Benefit Administrators (“PBA”) will be considered and are encouraged to respond to the pharmacy services portion of this RFP. Further, retiree health products are also being solicited as part of this RFP. The City of Miami Beach would like to make Medicare Advantage Plans available to their Medicare-eligible retirees, which will be a new offering in 2023.
A Pre-Bid meeting is scheduled to be held for March 9, 2023, @10:00AM. Attendance for the pre-proposal meeting shall be via telephone and recommended as a source of information but is not mandatory. Proposers interested in participating in the Pre-Proposal Meeting must follow these steps:

The City utilizes Periscope S2G (formally known as BidSync) (www.periscopeholdings.com or www.bidsync.com) for automatic notification of competitive solicitation opportunities and document fulfillment, including the issuance of any addendum to this RFP. Any prospective Proposer who has received this RFP by any means other than through Periscope S2G must register immediately with Periscope S2G to assure it receives any addendum issued to this RFP. Failure to receive an addendum may result in disqualification of proposal submitted.
