Community Development Block Grants for Mitigation (CDBG-MIT)

The CDBG-MIT program provides funding to support projects that help mitigate future disasters and flooding, with a focus on enhancing community resilience.

Citizen Complaints and Appeals Process

Citizens may file a written complaint or appeal with the Office of Long-Term Resiliency by email at CDBG-DR@Commerce.FL.gov or by mail to the following address:

If the complainant is not satisfied by the Subrecipient’s determination or Florida Commerce’s response, then the complainant may file a written appeal by following the instructions issued in the letter of response. If the complainant has not been satisfied with the response at the conclusion of the complaint or appeals process, a formal complaint may then be addressed directly to the regional Department of Housing and Urban Development (HUD) at:

Funding Overview

$14.550 MILLION

CDBG-MIT dollars are focused on funding projects that mitigate future disasters and flooding. Approximately $14.550 million is available to fund Pump Stations projects through CDBG-MIT. The program deadline for expenditure of these funds varies based on the completion date of each project in 2026. Projects funded through the CDBG-MIT program must meet the following criteria:

Benefitted Areas

50% of CDBG-MIT funds must be spent in low-to-moderate income (LMI) census tracts or census block groups with a 51% or higher LMI index.

After that criterion is met, “urgent need” projects may be considered, which do not have a minimum LMI requirement.

Additional Considerations:

CDBG-MIT funding cannot be used to supplant local funds already assigned to a project. The funds can only be used to cover unfunded project costs or project cost overruns.
