Fire Rescue / Fire Suppression
The Fire Department is responsible for carrying out our mission statement through the efforts of the Fire Administration Section, the Fire Suppression Division, the Fire Rescue Division, the Fire Prevention Division, the Support Services Division and the Ocean Rescue Division.
Services are provided to the community from four Fire Stations that are placed to allow for rapid response to anywhere in the City. The Fire Administration, Support Services and Ocean Rescue Divisions provide service from their own facilities.
Emergency Medical Service Report Request
Medical reports are confidential. Strict Florida State Statutes and Federal guidelines must be followed prior to their release. The data contained on the medical patient report is confidential information. It is exempt from Florida State Statutes 119.07, Public Records Law, and protected under Florida State Statutes 401.30, Medical Transport Law and the Health Insurance Portability and Accountability Act of 1996 (HIPAA) Public Law 104‐191, Privacy Rule 45CFR Part 160‐164. EMS reports are available 10 working days after the incident provided that all applicable audits have been completed.
Individuals Requesting Their Own Personal Medical Records
- The requester must present valid photo identification
- The name on photo identification must match the name on the medical report
Requesting Medical Reports for someone else
- Requester must obtain a HIPAA/Medical Authorization Form
- Form must be signed by the patient of the medical report
- The form must be provided when requesting records
- The requester must present valid/original photo identification for both the patient and for themselves
If the patient is deceased
A Power of Attorney may obtain medical records/trustee:
- HIPAA/Medical Authorization form must be signed by the Power of Attorney
- Power of Attorney paperwork must be present
- The form must be provided when requesting records
- The requester must present valid/original photo identification for both the patient and for themselves
Or:
- Copy of death certificate provided identifying the next of kin and/or legal documents of estate representative
- The requester must present valid photo identification
For parents requesting medical records for children under 18
- The parent must provide birth certificate or legal documents stating guardianship of child
- The parent must present valid/original photo identification
For Attorney's and Law Firms requesting medical records
- HIPAA/Medical Authorization form must be signed by the patient, if client is deceased, they must also submit death certificate – if requesting for a minor, birth certificate must be submitted.
- The forms must be provided when requesting records
- These requests are emailed or mailed into our records department
After Receiving Your Request
The Miami Beach Fire Department will respond to all public records requests in a reasonable time, taking into account the extent and nature of the request. Within five business days of receiving the request, MBFD will take one of the following actions:
- Notify the requestor of estimated costs and request payment in advance if the nature or volume of the requested records will require extensive use of information technology resources, extensive clerical or supervisory assistance, or both, in addition to the actual cost of duplication or production.
- Inform the requestor that MBFD is working on their request and advise them about any specific circumstances affecting completion of the request.
- Inform the requestor that MBFD is not the custodian of the public record or that federal law prohibits MBFD from providing the requested records due to HIPPA Privacy Rule or other exemptions that apply.
Fee & Payment Methods
All EMS reports requested by any via are 15 cents per page or $1.00 if subpoena plus certified postage charge. Cash payments must be made with the cashier located at City Hall, first floor (1700 Convention Center Dr.) If picking up in person, please make sure to bring the invoice you were e-mailed or the incident number & amount for reference. Keep your receipt as proof of payment and please only come to the Fire Administration Building for pick up once you have been called or emailed that the report is ready for pick up.

EMS reports CANNOT be emailed - all reports are mailed regular mail or if requested by Subpoena, it is sent Certified Mail, as well as, picked up in person at the Fire Administration Building only after payment has been received and you have been advised report is ready for pick up.
Fire Report Request
Fire Incident Reports are public records except for arson investigation reports. Reports are available 10 working days after the incident; availability depends on the completion of the Fire Property investigation.

Hospital Transport Billing Inquiry
Billing Inquiries:
The Miami Beach Fire Department does not charge a fee for medical treatment administered if hospital transport is not provided. A fee is charged only if the patient is transported to a hospital. Ambulance service, as defined by Chapter 4, Article I of the Miami-Dade County Code means that the person being transported requires or is likely to require medical attention during transport. Patients transported by the Miami Beach Fire Department should contact the billing company for any inquiries:

Fire Fighter Cadet Program
Purpose: The Miami Beach Fire Rescue Cadet Post 1510 was created in accordance with the Florida Fire Chiefs’ Association Fire Cadet Section; is a youth program intent upon developing future firefighters and emergency medical providers. Utilizing the ethical and moral values along with the work ethic of the fire service ; “Home Growing Our Own” is the concept which MBFD provides purposeful training in fire, emergency medicine and leadership development to the youth of our community. Workforce education is the ultimate goal; a mentorship program, providing the youth of the Miami Beach community with an opportunity to develop into mature young adults with outstanding leadership and decision-making skills leading them to personal and professional success.

Pulse Point
What is PulsePoint?
PulsePoint is a smartphone app (Android™ or iPhone®) that alerts users who are trained if someone nearby in a public place has called 9-1-1 with an emergency that requires CPR. Only users within a .25 mile radius are notified. Only incidents that happen in a public place trigger a notification.
How Does It Work?
PulsePoint Respond empowers everyday citizens to provide lifesaving assistance to victims of sudden cardiac arrest. Application users who have indicated they are trained in CPR and willing to assist in case of an emergency can now be notified if someone nearby is having a cardiac emergency and may require CPR. If the cardiac emergency is in a public place, the location-aware application will alert trained citizens in the vicinity of the need for bystander CPR simultaneous with the dispatch of our crews to the medical emergency. The application also directs these citizen rescuers to the exact location of the closest publicly accessible Automated External Defibrillator (AED). Note: user notification only occurs after the 9-1-1 system has been activated. In addition to the lifesaving CPR notifications, the application provides a complete virtual window into our public safety communications center. You can choose to be notified of incidents by type when they are dispatched, such as structure fires and vehicle accidents. The app logs active and recent calls within 24 hours, lists them in plain text and displays them on an interactive map with hybrid and satellite views.
