— Chief Digna Abello will succeed Virgil Fernandez at the helm of one of the largest fire departments in South Florida —

Miami Beach, FL – The City of Miami Beach has become the first municipality in Miami-Dade County to appoint a woman to lead its fire department, which already holds the distinction of being one of only slightly more than 1% of the 37,983 participating fire agencies in the United States that have attained the prestigious ISO Class 1 rating from the Insurance Services Office.

“I am proud to appoint Chief Digna Abello as the first woman fire chief in Miami Beach and Miami-Dade County history,” said Miami Beach Interim City Manager Rickelle Williams. “Her unwavering integrity, breadth of experience, and innate leadership skills made her the clear and best choice.”

The Miami Beach City Commission unanimously approved Abello’s appointment today, Wednesday, June 26 effective on July 1. She will replace Miami Beach Fire Department Chief Virgil Fernandez who is retiring after more than 10 years with the agency and over four decades of service with fire agencies in South Florida.

“I am confident that I am turning over the department to the best possible candidate who will continue to make the agency stronger in the coming years,” said Fernandez.

Abello began her career as a Miami Beach firefighter over 19 years ago and quickly distinguished herself, rising to the rank of lieutenant with a focus on recruitment and administration. She was subsequently named division chief of support services, division chief of training and division chief of rescue — three major divisions within the department.

“I’m honored to serve the residents of Miami Beach as fire chief and will continue to uphold our department’s tradition of excellence,” said Abello, who was appointed to her current position as deputy chief of administration in 2020, where she has been involved in all significant department matters and initiatives.

During the COVID-19 pandemic, Abello directed the department's comprehensive response strategy, including the development of standard operating procedures and collaboration with relevant health agencies. She successfully launched the agency’s COVID-19 vaccination program that provided inoculations to more than 13,000 vulnerable residents.

She also spearheaded two rigorous ISO Class 1 accreditation cycles, which are based on the Fire Suppression Rating Schedule developed to assess the fire prevention and fire suppression capabilities of fire departments. In addition, Abello has overseen the Public Safety Communications Unit, which responds to all of the city’s 911 emergency calls and earned the distinction of being one of only 13 such organizations in the world to hold triple accreditation through the International Academy of Emergency Dispatchers.

The next chief received her bachelor's degree in emergency management from Barry University and holds numerous certifications, including fire inspector, fire officer, fire instructor, National Fire Academy leadership certification, incident command system certification and accreditation manager from the Commission on Fire Accreditation International.

— A flood watch is in effect through Friday evening —

– The City of Miami Beach has declared a State of Emergency as additional rounds of rain showers, thunderstorms and flooding conditions in Miami Beach are expected to continue with a flood watch in effect through the evening of Friday, June 14.

“The safety of our residents, businesses and visitors is of the utmost importance” said Miami Beach Interim City Manager Rickelle Williams. “Our city remains fully operational and city staff is working diligently to mitigate flooding as much as possible.”

PARKING
Due to the continued potential of heavy rainfall through the weekend, the Miami Beach Parking Department has opened nine public garages for all residents wishing to keep their cars out of flood-prone areas. The garages at the Miami Beach Convention Center (1901 Convention Center Drive), 5 Street & Alton Road (550 Lenox Avenue), and City Hall (1755 Meridian Avenue) are not included.

Residents may park vehicles at no cost through Monday, June 17, 2024 at 10 a.m. Proof of residency when exiting the parking facility is required. Non-residents/employees may use any city parking garage, however, standard rates still apply.

SANDBAG DISTRIBUTION INFORMATION
Drive-through sandbag distribution sites will be located on the surface parking lots at 2111 Collins Avenue and 225 79 Street today, June 13 and tomorrow, June 14 from 12 p.m. until 4 p.m.

 

 

These locations have a machine that fills sandbags and there is a limit of 4 per household. Residents are required to show proof of residency via a government-issued ID or utility bill.

 

CITY FACILITIES

Miami Beach City Hall remains open. At this time, there are also NO closures at any parks, recreational centers or summer camps, with the exception of both municipal golf courses that are closed until further notice.

The Building Department's North Beach Annex Office located at 962 Normandy Drive is closed today, June 13 due to water intrusion. During this temporary closure, please visit our main office at City Hall — 1700 Convention Center Drive, Second Floor. For more information, please call Customer Service at 305.673.7610.

DECREASE WATER CONSUMPTION

The city is encouraging residents to help minimize impacts to our wastewater system by decreasing water use to the extent possible during heavy rains, including:

  • Limiting the amount of toilet flushing.
  • Abstaining from running dishwashers and washing machines.
  • Taking shorter showers and using less water in the bathtub.
  • Turning off water sprinklers.

TRASH PICKUP

Waste Connections, the city's residential service provider, has suspended their operations today, June 13 in Miami-Dade and Broward counties.

Waste Management will continue to service multifamily and commercial customers as scheduled.

 

PUBLIC WORKS
The Public Works team is out in the community responding to reports of flooding as quickly as possible. In addition to our existing stormwater infrastructure, which includes 48 permanent pump stations, Public Works has temporary pumps deployed in low-lying areas.

— Join the LGBTQIA+ Advisory Committee on Friday, June 7 at the Euclid Oval —

Miami Beach, FL –

The LGBTQIA+ Advisory Committee of the City of Miami Beach will kick off the global Pride Month celebration with a special ceremony along iconic Lincoln Road on Friday, June 7 at 3 p.m.

“It’s important to celebrate the progress we’ve made as a nation since the Stonewall Uprising in Manhattan,” explained Miami Beach Commissioner Alex Fernandez who is gay. “Even now — 55 years later — our community still struggles to overcome ignorance and intolerance. I’m proud to live in a community that celebrates LGBTQIA+ pride every day of the year.”

The global Pride Month ceremony will feature rainbow-branded public safety vehicles from agencies throughout Miami-Dade County including the Miami Beach Police Department. The vehicles will be parked along Lincoln Road during the ceremony, which will be held at the Euclid Oval on Lincoln Road and Euclid Avenue. The following jurisdictions and agencies are also expected to participate: Bal Harbour, Coral Gables, Golden Beach, Hialeah, Homestead, FBI, Miami, Miami-Dade Police Department, Miami-Dade Fire Rescue, Miami Shores, North Miami and North Miami Beach.

In April, the city welcomed thousands of LGBTQIA+ attendees to the annual Miami Beach Pride celebration. In addition, the city flies the Progress Pride Flag year-round alongside the American flag outside Miami Beach City Hall and has a Pride lifeguard tower at 12 Street and the beachfront. The tower features six vertical painted stripes to reflect the colors of the traditional Rainbow Flag.

“We want the LGBTQIA+ community to feel welcome and safe in Miami Beach,” added Miami Beach Police Chief Wayne Jones. “We are an inclusive community that recognizes the many beautiful faces of diversity.”

Nationally, the Lesbian, Gay, Bisexual, Transgender and Queer Pride Month is celebrated throughout the U.S. in June to commemorate the 1969 Stonewall Uprising in Manhattan, according to the Library of Congress, which described the Stonewall Uprising as a tipping point for the Gay Liberation Movement in the United States.

“We’re excited to partner with the City of Miami Beach to celebrate Global Pride Month,” said Lyle Stern, president of the Lincoln Road Business Improvement District (BID). “Pride Month is a celebration of love and acceptance, and the Lincoln Road BID is committed to continue creating a space that is welcoming to everyone.”

Lincoln Road, the iconic outdoor shopping, dining and cultural destination situated in the heart of Miami Beach, is hosting the PRIDE247 public art installation through June 30. The display brings together members of the lesbian, gay, bisexual and transgender community, their friends, allies and supporters in celebration of the unique spirit and culture of the LGBTQIA+ community.

— Boaters to blame for significant trash left behind on island —

Miami Beach, FL – The City of Miami Beach will close its popular Flagler Monument Island to boaters over the long Memorial Day weekend due to a history of some boaters leaving significant litter behind. The uninhabited island will close starting on Friday, May 24 at 6 a.m. and will reopen at 6 a.m. on Tuesday, May 28.

“This is a case of boaters failing to behave responsibly around one of our natural treasures,” explained Miami Beach Police Chief Wayne A. Jones in announcing the closure. “The city will have an enforcement presence on the island during the holiday weekend to ensure that boaters respect the closure.”

Built by Miami Beach founding father Carl Fisher more than 100 years ago, the island features a 96-foot obelisk to honor Henry M. Flagler, a pioneer of modern Florida who founded the East Coast Florida Railway and built a hotel empire in the Sunshine State.

During the pandemic when the island was closed to the public for an extended period, it became home to the first documented nest of North American ospreys (Pandion haliaetus) in the Biscayne Bay Aquatic Preserve, according to the Florida Department of Environmental Protection at the time. The island is only accessible by boat.

The obelisk has been a familiar landmark for decades with its allegorical sculptures at the base. Unfortunately, boating enthusiasts have frequently left behind substantial piles of trash, including numerous empty beer cans and bottles.

Memorial Day Commemoration at Miami Beach Police Headquarters

The City of Miami Beach, in partnership with the American Legion and Veterans of Foreign Wars 3559 Miami Beach Post, pays tribute to the memory of the men and women who fought and died for freedom with a wreath-laying ceremony and 21-gun salute this Memorial Day. The ceremony will take place at the War Memorial Cenotaph in front of Miami Beach Police Headquarters.

Traffic Information

A traffic mitigation plan will be implemented on Friday, May 24 through Monday, May 27 beginning at 6 a.m. Traffic will only be allowed to enter Ocean Drive through 13 Street and exit through 5 Street, with no access to any other entry/exit points. On Friday, May 24 through Sunday, May 26 starting at 6 p.m. each evening, Collins and Washington avenues will flow north and southbound, with no east or westbound access except at 5 Street and 16 Street.

Protected residential zones for the Flamingo Park and South of Fifth neighborhoods will be in place each evening from 6 p.m. through 5 a.m. starting on Thursday, May 23 through Sunday, May 26 with barricades in place to restrict cut-through traffic in these residential areas. Flamingo Park and South of Fifth residents are encouraged to use Alton Road to enter and exit their neighborhood. There will be enhanced police presence in other surrounding neighborhoods.

Beginning Friday through Sunday evenings at 8 p.m., a traffic mitigation plan will be in place along the 5 Street corridor starting at the east bridge of the MacArthur Causeway and on the Julia Tuttle Causeway. To safely coordinate this effort, there will be a single-lane reduction on both corridors starting at 8 p.m. each evening. In addition, the Police Department will utilize and deploy fixed and mobile License Plate Readers (LPRs) throughout the city.

Additionally, the city’s traffic monitoring and management contractor will monitor major thoroughfares to detect incidents creating congestion based on available resources and equipment, including existing closed-circuit television and portable cameras in the city, the WAZE mobile application, portable variable message signs for traffic/event messaging, and modifications to traffic signal timing as needed to manage congestion. Traffic Monitors will operate 14 hours a day, from 10 a.m. to 11:59 p.m. from May 24-26.

During hours when the traffic mitigation plan is in place, the Miami Beach trolley and Miami-Dade County transit services will operate normally. The Transit App will be updated as needed to reflect service changes and important updates.

Parking Information
Effective Friday, May 24 at 7 a.m. through Monday, May 27 at 9 p.m., a high-impact flat parking rate of $30 per vehicle for nonresidents and $15 for residents will be imposed at all City parking garages in the Entertainment District. This includes parking garages at 7 Street and Collins Avenue, 12 Street and Washington Avenue, 13 Street and Collins Avenue as well as the Anchor Garage on 16 Street. Beginning at 9 p.m., entrance to these garages will be limited only to residents, employees of Miami Beach businesses with proof of employment and access cardholders.

On-street parking will be prohibited along Collins Avenue between 5 Street and Española Way commencing on Thursday, May 23 at 11 p.m. through Monday, May 27 at 6 a.m. Additionally, the 100 and 200 blocks between 6 Street and Española Way will be restricted to only Residential Zone 5 permit holders between the hours of 6 p.m. and 6 a.m. on May 24 - 26. The parking lot on the northwest corner of 10 Street and Washington Avenue (P13) will be unavailable from Thursday evening starting at 11 p.m. through Monday at 6 a.m.

There are numerous ways to get around Miami Beach on public transportation once you arrive, including free Miami Beach trolleys and Citi Bike.

Free Parking Shuttles
The city will provide free shuttle service to and from four designated event parking garage locations. Please look for the special parking shuttle identification signs prior to boarding. Parking shuttles will operate on Saturday, May 25 and Sunday, May 26 from 11 a.m. to 11 p.m. at intervals of approximately 15 minutes.

Designated shuttle pickup and drop-off locations are as follows:

  • 42 Street garage: shuttle bus will serve trolley stop #219 at Sheridan Avenue and 41 Street.
  • 23 Street garage: shuttle bus will serve trolley stop #194 at 23 Street and Liberty Avenue.
  • 17 Street, Pennsylvania Avenue and the City Hall garages: shuttle bus will serve trolley stop #200 at 17 Street and Convention Center Drive.
  • 5 Street garage: Freebee shuttle will serve trolley stop #113 at 6 Street and Lenox Avenue.

All passengers using the free shuttle service will be dropped off at trolley stop #106 located on the west side of Washington Avenue between 11 and 12 streets. Passengers should use this stop for their ride back to garages. Alternatively, passengers can use the free citywide trolley service.

Staffing & Preparations

Miami Beach Police will be working 13-hour shifts with an Alpha/Bravo staffing configuration. Several local, state and federal law enforcement partners will be assisting MBPD with public safety, including, but not limited to, the Florida Highway Patrol, Miami-Dade County Police and Miami-Dade Schools Police. Miami Beach Fire, Ocean Rescue, Code Compliance, Parking, Public Works, Sanitation, and Parks and Recreation will also have significantly enhanced staffing throughout the weekend.

Goodwill Ambassadors wearing branded pink T-shirts will be positioned throughout the Entertainment District to answer visitor questions while serving as liaisons to the Police Department.

High-Impact and Other Measures

The following high-impact measures will be in effect at 7 a.m. Friday, May 24 through 9 p.m. Monday, May 27, 2024 within the designated high-impact zone including along the public beach; the mixed-use entertainment (MXE) district (excluding that portion of the MXE district between 73 and 75 streets) and that portion of the CD-2 commercial, medium-intensity district between Pennsylvania Avenue and Collins Court from 5 to 16 streets:

  • Local access restrictions will be enforced on some city streets to limit traffic routes and improve mobility for residents and business patrons.
  • The issuance of business tax receipts will be suspended to promoters of any dance or entertainment events to be held at alcoholic beverage establishments in the MXE and CD-2 districts.
  • Flat parking rate of $30 for non-residents and $15 for residents.
  • The suspension and closure of business entities renting or leasing certain vehicles — including golf carts, low-speed vehicles, autocycles, motorized scooters, mopeds, motorcycles powered by motors of 50cc or less and motorized bicycles during the aforementioned timeframe.

The following additional high-impact and other measures may be imposed as necessary:

  • Coolers, inflatable devices, tents, tables and similar objects may be prohibited on public beaches.
  • The suspension and closure of all or part of sidewalk café operations located in the MXE (excluding that portion of the MXE district between 73 and 75 streets) and CD-2 districts each night (including the removal of any sidewalk café furniture).

Miami Beach, FL – The City of Miami Beach will hold the ninth annual Mayors’ Chess Challenge on Sunday, May 19 from 10 a.m. to noon at the Scott Rakow Youth Center, 2700 Sheridan Ave.

In addition to the Game of Kings, this year’s event will feature free ice skating for all participants and spectators. The chess tournament is open to players of all ages and skill levels and includes free chess instruction, light refreshments and complimentary parking on a first-come, first-served basis.

The Mayors’ Chess Challenge was introduced to the city by the late Miami Beach Commissioner Mark Samuelian, who became a national chess master at an early age and used leftover campaign funds to start free weekly open chess play sessions in Miami Beach.

“Mark saw chess as much more than a game,” explained Miami Beach Vice Mayor Laura Dominguez, who was Samuelian’s life partner and succeeded him on the commission. “He knew it would help our youth develop problem-solving skills, become creative thinkers while also igniting a lifelong passion for sportsmanship.”

Originating in Broward County, Miami Beach was the first city in Miami-Dade County to participate in the Mayors’ Chess Challenge and has made it an annual event.

— City officials will hold a ribbon-cutting ceremony on Wednesday, May 15 —

Miami Beach, FL – The City of Miami Beach will hold a ribbon-cutting ceremony on Wednesday, May 15 at 8:30 a.m. to mark the completion of the newly upgraded City Commission Chambers on the third floor of City Hall, 1700 Convention Center Drive.

“Our new chamber is the people's house—a place of community featuring state-of-the-art amenities that our residents deserve,” said Miami Beach Mayor Steven Meiner. “Residents can stay informed about their local government from the comfort of their homes as we broadcast 15 live public meetings each month on Miami Beach TV and online. We roll out the red carpet to usher in a new era of engagement and excellence for our city."

Originally designed by well-known architect and Miami Beach resident William Lane, the major renovations to the city’s primary meeting space were the first since City Hall opened in 1977. Lane also designed the city’s iconic lifeguard towers.

Improvements to the City Commission Chambers include 4K robotic video cameras and a new control room that can accommodate multiple camera angles, enhanced safety elements, upgraded video monitors, a new air-conditioning and ventilation system, increased presentation capabilities, a redesigned dais with a wheelchair lift and digital queuing system for elected officials. The revamped Chambers also features other accessibility enhancements consistent with the Americans with Disabilities Act, including improved closed-captioning experiences in English and Spanish.

The two-story Chambers features a new earth tone color scheme and seating for 210 attendees in the combined lower and upper viewing galleries. Another 10 dedicated staff workstations have been added to allow city employees to remain productive during meetings.

Public meetings were relocated to the Miami Beach Convention Center for the duration of the 8-month renovation project.

— Miami Beach will host a friendly competition between the military services, local first responders and veterans on Saturday, May 11 —

Miami Beach, FL – The City of Miami Beach will welcome U.S. Navy, Marine Corps and Coast Guard servicemen and servicewomen to the iconic beach location on Saturday, May 11 as part of the historic Norwegian Cruise Line Fleet Week Miami.

“Our city is proud to welcome the men and women who answer the call for freedom wherever it is heard around the world,” explained Miami Beach Mayor Steven Meiner. “Freedom is not free. It requires tremendous sacrifice by brave men and women like those that are visiting us on some of the most advanced naval ships this country has ever assembled. Thank you all for your service.”

Fleet Week Miami runs through May 12 with the first Top Gun Beach Olympics in South Beach taking place on Saturday, May 11 from 8 a.m. to 12 p.m. at Muscle Beach between 8-9 Streets in Lummus Park just off Ocean Drive. The event is free to the public — with an award ceremony at 11 a.m.

Naval ship tours are available through Sunday via complimentary tickets that are only valid at specified times. Tickets can be requested online at www.fleetweekmiami.org or via the Fleet Week Miami Facebook page approximately 24-48 hours in advance. This marks the first time the Navy is holding the premiere community outreach event in Miami-Dade County. It had previously been held at Port Everglades in Broward County.

“My hope is that every Miami Beach resident will participate in some way, whether it’s touring one of the naval ships or just greeting one of the service members with a kind word and smile,” according to Miami Beach Commissioner Alex Fernandez. “Many people in our community have ties to the military dating back to World War II when Miami Beach welcomed half a million troops to our shores.”

The massive Nimitz-class USS Harry S. Truman nuclear-powered aircraft carrier has been anchored off Miami Beach during the week-long festivities. Service members have also been participating in community relations projects, making visits to South Florida schools and community centers while attending military ceremonies and other social engagements as part of Fleet Week Miami.

- The city ranks among the very best of 38,000 public fleets in North America -

Miami Beach, FL – The National Association of Fleet Administrators has named the City of Miami Beach to its NAFA 100 Best Fleets in the Americas for the third year in a row. The honor was announced at the organization’s 2024 Institute & Expo in San Antonio on April 23.

“Our Facilities and Fleet Management Department is responsible for nearly 1,400 vehicles and other equipment,” explained Miami Beach Interim City Manager Rickelle Williams. “I am proud of the dedicated team of professionals who worked hard every day to earn this well-deserved honor.”

Miami Beach is on target to achieve an ambitious goal of converting half of the entire municipal fleet to a combination of hybrid, plug-in hybrid and electric vehicles by 2025. The Miami Beach City Commission previously adopted a resolution declaring climate change to be caused by “human activity” and pledged to achieve net-zero greenhouse gas emissions by 2050.

The NAFA 100 Best Fleets program recognizes peak-performing fleet operations among the 38,000 public fleets in North America based on “12 criteria of excellence,” including accountability, collaboration and doing it right the first time. NAFA members control more than 4.8 million vehicles that are driven an estimated 84 billion miles each year and they manage more than $122 billion in assets.
